Some people in the United States of America would like you to believe that they were the first people to have a Confederacy with a Constitution and, therefore, one of the first forms of a consultative democracy.

Other people in the United States of America would argue that some of the Native Americans had the first Confederacy long before contact occurred with the Europeans and colonisation by them took place and that the Europeans learned about confederacies from the Six Nations Confederacy.
